For many families, a broken bus route or unsafe road can mean missed work, missed school, or missed opportunity.

District 9 sits at the center of major freight corridors, industrial routes, and some of the most congested roadways in the state. Families lose hours each week in traffic, roads wear down quickly from heavy truck use, and many neighborhoods still lack dependable public transit, sidewalks, and safe crossings. Seniors, students, and workers often have few options beyond driving long distances for work, school, or medical care.

Texas is now beginning to acknowledge the need for stronger transit solutions, but our communities rarely see those resources first. District 9 deserves transportation that keeps people safe, reduces commute times, and connects every neighborhood — not just the ones with political influence.

Transportation in District 9 must be safe, reliable, and invested in at the same level as the rest of Texas.

As your congressman, Earnest Clayton will:

• Fight for District 9 to receive its fair share of funding from TxDOT’s new statewide plan that calls for expanded public transit, improved bus service, and modern rail options.

• Leverage the Houston-Galveston Area Council’s 2025–2028 Transportation Improvement Program to secure federal dollars for local road repairs, safety projects, and mobility upgrades.

• Repair and modernize roads, bridges, and intersections damaged by heavy freight traffic, flooding, and aging infrastructure.

• Advocate for safer and more dependable public transit, including more frequent bus service, improved route coverage, and better connections to job centers, hospitals, and schools.

• Support new mobility options in rural and suburban parts of the district, including microtransit, regional shuttles, and accessible paratransit for seniors and people with disabilities.

• Improve safety for pedestrians and cyclists by expanding sidewalks, lighting, crosswalks, and protected routes in high-risk areas.

• Push for federal oversight of industrial truck routes to protect neighborhoods from dangerous traffic and reduce damage to local roads.

• Invest in clean and resilient transportation infrastructure, including electric vehicle charging stations, storm-resistant transit shelters, and flood-elevated road designs.
